SSM-AI – Appendix L — Governance Quick Reference (L1–L3)

Principles, roles, and manifest-as-contract enforcement.

L1) Principles (non-negotiable)

1. Observation-only. Classical values never change: phi((m,a)) = m.
2. Determinism. Same manifest ⇒ same outputs, bands, and stamps.
3. Boundedness. All lanes |a| < 1; |RSI|, |RSI_env| < 1.
4. Order invariance.
   U += w*atanh(a), W += w ⇒ batch == stream == shuffled == shard-merge.
5. Privacy by design. Lenses use declared aggregates; no raw PII.
6. Fail-safe. Any governance breach ⇒ fallback to classical (use m), with stamped cause.

L2) Roles & separation of concerns

• Lens owner (product/ML): Defines contrasts e, Unit, c, weight policy.
• Governance owner (safety/privacy): Approves lens inputs, gate lanes, band policies, retention.
• Ops owner (platform): Enforces manifest immutability, manages stamps, roll-ups, retention durations.

Clear boundaries → changes traceable, audits simple, accountability explicit.

L3) Manifest as contract (minimum publication keys)

Publish once per release; compute knobs_hash := sha256(canonical_json(manifest)) and include it in stamps. That hash becomes the replay key.
