  • Behavior. Order-invariant fusion steadies attitude; bands guide momentum dumps.
  • Week-1 pilot. Publish attitude lane; apply advisory-only smoothing tuned by bands.
  • KPIs & acceptance. Smoother pointing; propellant savings.

  3. A/B logs for 2–4 weeks; actuators unchanged.
  4. Compare waste/false alarms/oscillations/energy/time at equal classical outputs.
  5. Promote advisory gains; only then propose scoped closed-loop with a safety case.
